There are many reasons to hire a consultant. For example, you might want to make some change and to be able to say, "We hired a consultant and this is what they told us to do."  We don't actually like to tell people what to do, but we could live with that!

More seriously, consulting exists because an outside objective view is always a good thing to have. Every good organization actually has internal consultants, even if the role is informal: managers who advise other managers on problems and development. But an outside consultant can help you see things that are beyond your organizational culture.
